8th Pay Commission: What Could the Fitment Factor Be If 70% DA Is Neutralised?
New Delhi: The biggest question among Central Government employees and pensioners regarding the 8th Central Pay Commission is about the Fitment Factor. So far, the 8th CPC has not announced any final Fitment Factor. The Commission was constituted on 3 November 2025, and during 2026 it has been taking inputs from various employee organisations, unions and other stakeholders.
In such a situation, the question arises:
If the 8th CPC adopts a Fitment methodology similar to the 7th CPC and 70% DA is neutralised at the time of implementation, what could the Fitment Factor be?
Based on this assumption, we have carried out an illustrative calculation.
What happened in the 7th CPC?
The 7th Central Pay Commission recommended a 2.57 Fitment Factor. The Commission clarified that 2.25 of this factor was for 125% DA neutralisation. The actual raise/fitment thereafter was 14.29%. Department of Education
In other words, the calculation for the 7th CPC can be understood as follows:
DA Neutralisation Factor = 2.25
Real Fitment = 14.29%
2.25 × 1.1429 ≈ 2.57
Now, our calculation for the 8th CPC
Let us assume that:
DA = 70% at the time of implementation
14.29% real fitment benefit, similar to the 7th CPC
DA is fully neutralised
Step 1: Neutralisation of 70% DA
If 70% DA is neutralised:
1 + 70/100 = 1.70
Therefore:
DA Neutralisation Factor = 1.70
Step 2: Add 14.29% Real Fitment
For a 14.29% fitment:
1 + 14.29/100 = 1.1429
Now multiply the two:
1.70 × 1.1429 = 1.94293
Therefore:
Calculated Fitment Factor ≈ 1.94

What Would Be the Impact on ₹18,000 Basic Pay?
If we apply only this illustrative factor:
₹18,000 × 1.94293 = ₹34,972.74
Therefore, approximately:
₹34,973 Basic Pay
If the factor is rounded off to 1.94:
₹18,000 × 1.94 = ₹34,920
Does This Mean the 8th CPC Fitment Factor Will Be 1.94?
No.
This is very important.
1.94 is not the official Fitment Factor of the 8th CPC. It is only a calculation based on two assumptions:
70% DA neutralisation + 14.29% real fitment, similar to the 7th CPC.
The 8th CPC will make recommendations on pay, allowances, pension and other related matters in accordance with its Terms of Reference. The Commission is currently in the process of consultations and formulation of its recommendations.
Therefore, the actual factor could be different from 1.94 if the Commission adopts a different methodology, minimum pay, pay structure, economic conditions, or a higher or lower real fitment benefit.
The Real Question Between 2.57 and 3.83
In the 7th CPC, the 2.57 factor included 125% DA neutralisation and a 14.29% actual raise.
Therefore, simply asking whether the 8th CPC Fitment Factor will be “2.57 or 3.83?” does not present the complete picture.
The more important questions are:
How much DA will be neutralised at the time of implementation, and how much actual Fitment Benefit will employees receive over and above that?
If our hypothetical assumption is:
70% DA + 14.29% real fitment
then the calculated factor comes to:
1.94
